US authorises South Sudan conflict sanctions | BREAKING NEWS – 5 APRIL

US President Barack Obama has signed an executive order authorising sanctions against anyone aggravating the conflict in South Sudan.
The order sets out a list of offences for which sanctions may be imposed, including attacking UN peacekeepers and commissioning human rights abuses.
In December, fighting broke out between troops loyal to President Salvar Kiir and his sacked deputy, Riek Machar.
The South Sudanese government says it is considering its response.
South Sudanese Presidential spokesman Ateny Wek Ateng told the BBC that ministers were now studying the US order.
The conflict has forced more than 860,000 people to flee their homes.
A ceasefire was agreed between the two sides towards the end of January, but they have accused each other of violating it.
Peace talks between the two sides are being hosted in neighbouring Ethiopia.
‘No excuses’
The executive order authorises sanctions against both individuals and entities who take part in a wide number of offences, including: threatening “the peace, security, or stability of South Sudan”, obstructing the peace talks and the use or recruitment of child soldiers.
“The United States will not stand by as those entrusted with South Sudan’s future put their own interests above those of their people,” White House spokesman Jay Carney said, according to AFP.
“Both the government of South Sudan and Riek Machar’s rebels must immediately engage in and follow through on the inclusive peace process… and resolve this conflict.
“The people of South Sudan are calling for peace. There is no room for excuses or delay.”
Reports say the EU and UN Security Council are also considering similar actions.
Despite the 23 January ceasefire deal, sporadic fighting has continued.
South Sudan, the world’s newest nation, became independent after seceding from Sudan in 2011.

U.N.: Chad soldiers kill 30 civilians
U.N.: Soldiers from Chad killed civilians in neighboring Central African Republic
Soldiers from Chad entered a market in the Central African Republic capital of Bangui last week, killed about 30 civilians, wounded another 300 and returned to Chad, according to preliminary findings by the United Nations Human Rights Office.
The incident reflected the growing complexity of the situation in the Central African Republic, a former French colony plunged into chaos last year after a coalition of mostly Muslim rebels ousted President Francois Bozize.
They have since been forced out of power, but Christian and Muslim militias continue to battle for control.
Human rights investigators said the March 29 incident began when Chadian national army soldiers entered Bangui in a convoy of several military pick-up trucks.
They entered a crowded market where shoppers included women and children, and opened fire, a U.N. report said Friday.
“As panic-stricken people fled in all directions, the soldiers allegedly continued firing indiscriminately,” said Rupert Colville, spokesman for the U.N.’s office of the High Commissioner for Human Rights.
“Several sources told the investigating team that they believed the Chadian force had entered Bangui to extract remaining Chadians and other Muslim inhabitants in order to save them from further attacks by (Christian militias),” Colville said.
The U.N. said the soldiers who were responsible for the Bangui attack were Chadian soldiers but not among those who are part of the African-led International Support Mission peacekeeping mission that’s trying to stabilize the Central African Republic.
“It seems they have gone straight back to Chad without being apprehended,” Colville said of the attackers.
About 850 Chadian soldiers are part of the 6,000-strong peacekeeping presence, but on Thursday, Chad’s foreign ministry issued a statement saying the country planned to withdraw its troops from the force, according to CNN French affiliate BFMTV.
“Despite the sacrifices we have made, Chad and Chadians have been targeted in a gratuitous and malicious campaign that blamed them for all the suffering in (Central African Republic),” said a statement from Chad’s foreign ministry.

Two drug-smuggling tunnels with rail systems stretching hundreds of yards across the U.S.-Mexico border were discovered by law enforcement officials, and a 73-year-old woman was charged with helping run one operation, federal authorities said Friday.
No contraband was found in connection with the tunnels, which linked warehouses in Tijuana, Mexico, and the Otay Mesa area of San Diego, according to a statement from U.S. Immigration and Customs Enforcement’s Homeland Security Investigations.
The first tunnel, stretching about 600 yards, was discovered Tuesday. It was described as being equipped with lighting, a crude rail system and wooden trusses.
The entrance on the U.S. side is inside a warehouse where a cement cap covered a 70-foot shaft. A pulley system was installed to hoist goods into the building, which was filled with children’s toys and boxes of televisions.
The other tunnel, located Thursday, stretches more than 700 yards and was built with more sophisticated features including a multi-tiered electric rail system and ventilation equipment.
On Wednesday, investigators with the San Diego Tunnel Task Force arrested Glennys Rodriguez from the San Diego suburb of Chula Vista.
The U.S. attorney’s office has charged her with conspiracy to maintain a drug-involved premises. It wasn’t immediately clear whether she had obtained an attorney.
The tunnels were the sixth and seventh found in the area in less than four years, ICE said.
U.S. Attorney Laura Duffy said the discoveries foiled cartel plans to sneak large quantities of drugs across the border.
“Going underground is not a good business plan,” she said in a statement.

Five-year-old, Kristoffer Von Hassel, from San Diego exposed a major security flaw in Microsoft’s Xbox Live password system when he hacked into his dad’s account without the password. The young child managed to discover what no other adult or developer did in all these months the console has been widely popular. Accessing his father’s Xbox Live service not only allowed him to access all his father’s games but also provided him with the option to make purchases.
Kristoffer managed to enter into his father’s Xbox Live service when he discovered that entering the wrong password into the log-in screen prompts a second password verification screen, where all he had to do was simply press the space bar — to fill up the password field — and then the system let him gain access into the account.
The security glitch was discovered when Kristoffer’s parents noticed him playing games on the Xbox Live that he was not supposed to be playing as they could only be accessed by entering the password to his father’s account.
The parents of the five-year-old child asked him how he had managed to play those games, to which, Kristoffer showed his father, Robert Davies, how he had managed to hack into the Xbox Live account.
Speaking to a local news station KGTV, Kristoffer said that initially he had been delighted with his feat and went like “yea!” However, like any young child, once the sense of achievement subsided, he got nervous that his dad would discover what he had done. The five-year-old thought that his father’s Xbox would be stolen because he had unlocked the account by messing with the password.
On the other hand, Davies also said his first reaction had been of amusement as he thought it was “awesome” and “cool” that a five-year-old had been able to “find a vulnerability” to one of the most popular and talked about games in the world.

The chief executive of Mozilla – the company best known for its Firefox browser – has stepped down.
Brendan Eich was appointed just last month but came in for heavy criticism for his views on same-sex marriage.
Mozilla’s executive chairwoman Mitchell Baker announced the decision in a blog post.
“Mozilla prides itself on being held to a different standard and, this past week, we didn’t live up to it,” she wrote.
“We know why people are hurt and angry, and they are right: it’s because we haven’t stayed true to ourselves.
“We didn’t act like you’d expect Mozilla to act. We didn’t move fast enough to engage with people once the controversy started. We’re sorry. We must do better.”
Mr Eich has also stepped down from the board of the Mozilla Foundation, the non-profit organisation which owns the for-profit Mozilla Corporation.

Russia’s Federal Security Service (FSB) says it has detained 25 Ukrainians, accusing them of planning terrorist attacks at about the time of last month’s Crimean referendum.
The FSB says they are members of ultra-nationalist movements and were preparing attacks inside Russia.
Ukraine’s Security Service says Russian media reports that it had ordered any such attacks were “nonsense”.
Tensions are high after Moscow’s annexation of the Crimean peninsula.
Nato says Russia has tens of thousands of troops massed along its border with eastern Ukraine.
The BBC’s Steven Rosenberg in Moscow says those detained by the FSB reportedly include three members of the Ukrainian nationalist group Right Sector.
The Ukrainians have been accused of taking photographs of Russian troop movements and of trying to make contact with extremist elements in Russia.
In a statement, the FSB said those being held had been planning attacks between 14-17 March in Russia’s Rostov, Volgograd, Tver, Orel, Belgorod, Kalmykia and Tatarstan regions.
Earlier, government officials in Kiev levelled their own accusations against Moscow, claiming that more than 30 FSB agents had been involved in planning operations against anti-government protesters in Kiev earlier this year.
Ukrainian Security Service chief Valentyn Nalyvaychenko also said the FSB had sent “tonnes” of explosives and weapons by plane to Ukraine.
More than 100 protesters were killed in unrest that started last November when then President Viktor Yanukovych abandoned an association deal with the EU in favour of closer ties with Russia.
Months of street protests ended when Mr Yanukovych fled Kiev in February and opposition leaders formed an interim government.
Ukraine’s new authorities have since signed the political part of the association agreement with the EU.
Also on Thursday, Ukraine’s Interior Minister Arsen Avakov said an inquiry had shown that special police had been behind the killings of anti-government protesters in Kiev in February.
He said 12 members of the Berkut police had been identified as snipers and arrested.
He presented what he said was new evidence from the shootings on 18-20 February, when 76 people were killed.

The US Army says there is a “strong possibility” a gunman who killed three people at a base in Texas was involved in an argument before the shooting.
Lt Gen Mark Milley formally identified the attacker as Specialist Ivan Lopez, 34, who later shot himself.
He told reporters there was “very strong evidence” that Lopez, originally from Puerto Rico, had an unstable psychological condition.
Sixteen others were wounded in the attack.
Officials have said that Lopez had served in Iraq and was being assessed for post-traumatic stress disorder.
“There may have been a verbal altercation with another soldier or soldiers,” Gen Milley said.
“And there’s a strong possibility that that in fact immediately preceded the shooting, but we do not have that definitively at this point, but we do have strong indications of that.”
Gen Milley also told reporters: “We have very strong evidence that he had a medical history that indicates an unstable psychiatric or psychological condition… we believe that to be a fundamental, underlying causal factor.”
He also confirmed that the pistol used in the attack was bought from the same store, Guns Galore in nearby Killeen, where the soldier behind the 2009 gun rampage at Fort Hood purchased his.
‘Tragic’
Wednesday’s shooting took place at two buildings on the base at about 16:00 local time (21:00 GMT).
The gunman walked into one of the buildings and opened fire with a .45-calibre semi-automatic pistol.
He then got into a vehicle and continued firing before entering another building and opening fire again.
It was here that Lopez was eventually stopped by military police, shooting himself in the head when confronted by a female officer in the car park.
The shooting incident lasted between 15 and 20 minutes.

Ellen Brennan, 26 years old, wakes up. She opens her window to look out across the bustling pines of the Chamonix Valley, to the clustered snow-capped peaks of Mont Blanc.
For six years, Ellen has been throwing herself from mountaintops, with only a baggy synthetic suit to stop her from falling like a stone to a certain death.

They called him “The Flying Dude,” and the clip showed him leaping from a helicopter 1000ft above the Swiss skiing resort of Verbier.
While many before him had attempted to leap from airplanes and buildings with improvised wings, The Dude’s suit was different..
Originally developed by French skydiver Patrick de Gayardon, it worked like a body-size paraglider: creating lift thanks to airfoil-shaped arm flaps.
First used to jump from airplanes, thrill-seeking wingsuit fliers had soon relocated to low-flying helicopters, sheer cliffs and mountaintops.
In the famed YouTube video, The Dude — real name Loic Jean-Albert — tumbles toward the jagged crest of the mountain, then begins to glide, and skirts along the snowy piste, just feet above startled skiiers’ heads.

The Senate Intelligence Committee voted Thursday for the public release of key parts of a report on the notorious CIA detention and interrogation program launched after the 9/11 terrorist attacks.
A final decision on declassifying the information now rests with the White House, and it was unclear how long such a process would take.
Democratic Sen. Dianne Feinstein of California said the panel she leads voted 11-3 in a closed-door session to declassify the 480-page executive summary and 20 findings and conclusions of the five-year study.
Feinstein called the report’s findings “shocking,” saying it “exposes brutality that stands in stark contrast to our values as a nation.”
“A stain on our history”
“It chronicles a stain on our history that must never again be allowed to happen,” she said. “This is not what Americans do.”
The committee’s ranking Republican, Sen. Saxby Chambliss of Georgia, said he voted to declassify the information in order to move past the politically volatile issue from the GOP administration of former President George W. Bush.
“This is a chapter in our past that should have already been closed,” he said.
Two other Republicans on the panel — Sens. Marco Rubio of Florida and Jim Risch of Idaho — said they voted against declassification of the report they labeled as “one-sided” and “partisan,” adding the public release of the information would fail to end the debate.
Critics of the CIA detention and interrogation program, including President Barack Obama, have called the use of controversial techniques including waterboarding a violation of laws prohibiting torture.
Obama banned the practices when he took office in 2009, after the CIA had already stopped using them.
Defenders say the program started in response to the terror attacks yielded valuable intelligence that led to major victories in the fight against al Qaeda, including the operation that killed Osama bin Laden.
Feinstein said her panel also was sending the full 6,200-page report to the White House for possible declassification sometime in the future.
Usually one of the CIA’s staunchest backers, Feinstein has recently lashed out at the agency in a dispute over the committee staff’s preparation of the report, which has been complete since 2012.
The CIA has asked the Justice Department to investigate whether Senate staffers violated the law by accessing classified internal information based on the same documents the agency turned over to the Senate for its review.

NASA is suspending much of its work with Russia in light of its actions in Ukraine but said it will continue to collaborate with Russia’s space agency on International Space Station operations.
The decision by the U.S. space agency to halt “the majority of its ongoing engagements” with Russia’s Roscosmos comes amid heightened tensions sparked by Russia’s annexation last month of Ukraine’s southern Crimea region.
A statement sent out by NASA on Wednesday said the U.S. space agency was acting “given Russia’s ongoing violation of Ukraine’s sovereignty and territorial integrity.”
But, the statement said, it will continue to work with Roscosmos to “maintain safe and continuous operation of the International Space Station.”
In 2011, NASA retired its space shuttle fleet, its only means of getting to and from the station. Now, Russian Soyuz capsules ferry U.S. astronauts and cosmonauts, together with supplies that can fit in the smaller craft.
In its statement, NASA appealed for more funding from Congress to help it resume manned American space flights.
“NASA is laser focused on a plan to return human spaceflight launches to American soil, and end our reliance on Russia to get into space,” it said.
“This has been a top priority of the Obama Administration’s for the past five years, and had our plan been fully funded, we would have returned American human spaceflight launches — and the jobs they support — back to the United States next year.
“With the reduced level of funding approved by Congress, we’re now looking at launching from U.S. soil in 2017. The choice here is between fully funding the plan to bring space launches back to America or continuing to send millions of dollars to the Russians. It’s that simple.”
The U.S. space agency’s decision to suspend many activities comes in the same week that 28-member defense bloc NATO said it was ending cooperation with Russia over its activities in Ukraine.
Western leaders have condemned Russia’s annexation of Crimea as a violation of international law and called on Moscow to pull back the tens of thousands of troops it has massed near Ukraine’s eastern border.
Russia says its forces are there to take part in military exercises and will return to base when those are finished.

The Queen met Pope Francis for the first time on Thursday and gave a bemused pontiff culinary delights from the royal estates, including a dozen eggs and a bottle of whisky.
“I’ve also brought something from all our estates, which is for you personally,” said the queen, wearing a lavender dress and a purple hat, as she handed Francis a wicker basket full of food at the end of a 17-minute private meeting in the Vatican.
The 18 items from Buckingham Palace, Windsor, Sandringham and Balmoral also included two types of honey, “Coronation Best Bitter,” “Grandad’s chutney” and “Sandringham handmade aromatherapy soaps”.
A Vatican official said the pope would likely share the food with other residents of the guest house where he has lived since his election after renouncing the spacious papal apartments or would donate it.
The Queen and Prince Philip, the Duke of Edinburgh, met the pope in a modern room attached to the Vatican’s audience hall without much of the ceremonial pomp that usually accompanies such visits.
A Vatican statement did not say what the two discussed. The Queen is also the Supreme Governor of the Church of England, which split from Rome in 1534.
The pope is Argentine and Britain went to war with Argentina over the Falkland Islands, which Argentina calls the Malvinas, in 1982.
To cut short any speculation that the two might have discussed the Falklands, the British embassy reminded reporters that while the pope may be Argentine, the Vatican’s official position on the territorial dispute is a neutral one.
Francis also gave the queen a gift for her eight-month-old great-grandson, Prince George of Cambridge. It was a sphere made of lapis lazuli, a deep blue semi-precious stone, topped with the silver cross of St. Edward.
“He will be thrilled by it,” the queen told the pope. Then she paused and added: “When he is a little older”.

An ocean at least as large as Lake Superior lies below a thick layer of ice on a moon of Saturn, new data from NASA’s Cassini spacecraft suggests.
The results, published in the journal Science, support earlier signs that this small moon has liquid water. That means Saturn’s sixth-largest moon could have been — or could now be — hospitable to life.
This discovery puts Enceladus in an exclusive club of extraterrestrial worlds in the solar system that appear to have a subsurface water ocean. The others are Titan, another moon of Saturn, and Europa, a moon of Jupiter. Callisto and Ganymede, also moons of Jupiter, may also have oceans under ice.
“As far as whether one should go first to Europa or Enceladus, I look at this as a kind of a cornucopia of habitable environments in the outer solar system,” study co-author Jonathan Lunine of Cornell University said in a press conference Wednesday.

China should not doubt the U.S. commitment to defend its Asian allies and the prospect of economic retaliation should also discourage Beijing from using force to pursue territorial claims in Asia in the way Russia has in Crimea, a senior U.S. official said on Thursday.
Daniel Russel, President Barack Obama’s diplomatic point man for East Asia, said it was difficult to determine what China’s intentions might be, but Russia’s annexation of Crimea had heightened concerns among U.S. allies in the region about the possibility of China using force to pursue its claims.
“The net effect is to put more pressure on China to demonstrate that it remains committed to the peaceful resolution of the problems,” Russel, the U.S. assistant secretary of state for East Asia, told the Senate Foreign Relations Committee.
Russel said the retaliatory sanctions imposed on Russia by the United States, the European Union and others should have a “chilling effect on anyone in China who might contemplate the Crimea annexation as a model.”
This was especially so given the extent of China’s economic interdependence with the United States and its Asia neighbours, Russel said.
Russel said that while the United States did not take a position on rival territorial claims in East Asia, China should be in no doubt about Washington’s resolve to defend its allies if necessary.
“The president of the United States and the Obama administration is firmly committed to honouring our defence commitments to our allies,” he said.
While Washington stood by its commitments – which include defence treaties with Japan, the Philippines and South Korea – Russel said there was no reason why the rival territorial claims could not be resolved by peaceful means.
